can you force that country to use steam instead of no-steam? that way he'd have to spend £5 or whatever buying a new cs game each time he gets banned and would give up very fast. allowing no-steam players is the main reason cheaters are able to keep rejoining :(

the name/ip/id changer guy is a pain for us to deal with, the staff need to come up with a way to combat it rather than player admins having to just sit there banning over and over and unable to play the game.
