Few of the shots in the clip you presented show his POV and none blatant enough to ban without it either.
There are too few shots that even seem remotely off in the clip and those that are could just be chalked up to other factors such as ping or spectator issues.

Its definitely possible for this player to be cheating but the proof provided isn't enough to guarantee it.
