New forums theme

I've been personally using an extension to forcefully set the forums to dark theme, but it would look better if there was a proper dark theme option for users.
I think the colors in the UGC banner are already suited for making a darker theme, as they stand out very well (and most UGC pages are already in dark mode to begin with, so it makes sense).

Remembering here, I think the forum has or had that option available to activate or deactivate dark mode, I think it was in the settings preferences channel

It isn't there, I have not seen anybody use forums with dark theme natively without needing an extension.
