Is it fair to play with this change?

VIPs are not allowed to engage in combat while resized smaller as it gives an unfair advantage over others and is considered VIP abuse.

He actively plays as a sniper with an advantage.

The proof you provided doesn't show them engaging in combat however, being resized and friendly/not engaging in combat is fine as it doesn't actually give any sort of unfair advantage over others.
