What I can say is that they are someone who is a known cheater that keeps bypassing bans by going on their alts.

Segi was a underaged person who would bypass ~50 bans. He was banned for posting underaged NSFW and eventually cheating. The staff members who assisted in banning all of his accounts did a good job
